California launches subsidy program for e-bike purchases assisting up to $2,000

The California Air Resources Board (CARB) has announced a new initiative to encourage the adoption of environmentally friendly transportation by offering subsidies for e-bike purchases.

Starting December 18, the California E-Bike Incentive Project (CEIP) will provide financial assistance to eligible California residents, aiming to reduce air pollution and promote sustainable mobility.

Under the program, residents who meet specific income requirements can receive up to $2,000 in subsidies per e-bike. CARB noted that the state legislature funded this project to promote alternatives to car usage, lower greenhouse gas emissions, and ease transportation costs for low-income households.

According to the Transportation Development Policy Institute, e-bikes serve as a viable alternative for short-distance travel, potentially replacing car trips.

The first phase of the project is backed by $3 million in funding, which will support the purchase of up to 1,500 e-bikes. Eligibility is restricted to California residents aged 18 or older with a household income at or below 300% of the federal poverty level.

Starting December 18 at 6 p.m., residents can apply for the subsidy through a dedicated website. Vouchers will be distributed on a first-come, first-served basis until the funding is exhausted.

To apply, applicants must complete an online form, provide proof of residence and income, watch a safety education video, and submit a signed application. Additional information may be requested via email. Upon approval, applicants will receive their subsidy amount and voucher code via email. The approval process can take up to 60 days.

Once issued, the voucher must be used within 45 days, with a one-time extension of an additional 45 days available. The voucher can be redeemed at participating retailers listed on the program’s website for the purchase of an e-bike, as well as related accessories like helmets, lights, locks, assembly, and shipping costs.

Eligible e-bikes must meet specific criteria: they must have a motor rated at 750 watts or less, a top speed of 20-28 miles per hour, and fall under Class 1 to 3 categories. Additionally, the e-bikes must include pedals, front and rear lights, pass safety certifications (ANSI/CAN/UL-2849 or EN-15194), and come with a minimum one-year warranty for electric components.

The program requires participants to use the voucher for a new e-bike. Purchases of used e-bikes, retrofit kits, or scooters are not eligible.
